The Hazard: Where Heat Actually Costs You
Three ways heat compromises safety and decision quality before core temperature ever becomes the issue.
Falls & Traumatic Injury
Falls and struck-bys are the event. Heat and fatigue are often the contributor.
NSC / crane-industry survey: heat illness was the most common likely exposure and a top contributor to on-site incidents - ahead of the object that actually hit someone.
Construction is approximately 7% of the US workforce and accounts for more than one-third of occupational heat deaths.
OSHA 2023 analysis: approximately 28,000 workplace injuries attributable to heat above 70°F - slips, falls, equipment and musculoskeletal injuries, not just "heat illness." Risk +10-15% at 100-105°F vs 80°F; approximately +20% at 110°F.
CPWR: many severe injuries coded as falls only show heat when you read the narrative.
Cognition Fails First
Complex work drops in heat: plant operation, sequencing, inhibition, memory, isolation boards. Simple reaction time often holds.
Miners in heat show slower serial reaction, worse Stroop accuracy, weaker delayed recall.
Perceptual-motor decline shows up around 86-91°F (30-33°C) - well before physiological collapse.
WorkSafe QLD: heat cuts concentration and lifts mistakes. Brisbane heatwaves have been linked to more compensation claims.
That is not "too weak to stand." That is too hot in the head to stay sharp on the task.
Brain Heat vs. Core Heat
The brain is usually a few tenths of a degree hotter than core (about 0.4-0.9°F). In hard work, cerebral blood flow falls and the brain stores heat.
Motor-cortex temperature is held tighter than rectal temperature - then both rise. Motor drive and executive function fall together.
The NIOSH / ISO / WHO core limit - 38°C / 100.4°F - was written to stop heat stroke, not to protect decision quality.
A worker can be legal on core and already sloppy on the scaffold, the haul truck or the permit.
Head/neck cooling often barely moves core. That is expected. It targets skin, incoming blood near the carotids, and the trigeminal-vagal path that sets how hot the job feels.

Why CoolHed Has to Exist
Current thought on site: cool the core, count WBGT, rest when the body is cooked. That prevents collapse. It does not prevent the heat-driven slip, the missed step on a wet deck, or the crane decision made one degree too hot in the head. CoolHed exists as a full-break reset for brain heat and perceived heat - crib, lunch, recovery window - beside water, shade and work-rest, not under the hard hat and not instead of the heat plan.
